After my retirement from the SC, I was invited by Prime Minister Ghanem to Libya to help set up a Capital Market for them, I travelled there in 2004 n met Ghanem n 6 ministers, etc but unfortunately I discovered everything was owned by the State n there were no private companies, so they had to do a 10 year plan to flog off some of the companies to the management, etc and create a private sector. Looks like the 10 year masterplan may not be completed, and I doubt that I will be invited back!!

All the buildings were painted White with green windows n doors, ministries were in old buildings and warehouses, no trace of excessive spending. The only 5-star hotel inTripoli, the Copthorne, was owned by Maltese people, who are descendants of the crusaders.  Interestingly, the Americans were omni-present, attending a "Doing Business in Libya" seminar, 3 months before Bush announced the upliftment of the trade embargo, obviously some front running by the Halliburtons, etc ahead of their trusting European compatriots!

There was also a Chinese Group building a refinery, they were not bound by the trade embargo probably. The refinery was wholly financed 100% by the Chinese, in US Dollars. Hence I believe the USD did not want the Africans to deal with the Chinese because the Chinese were very keen to finance 100% of the projects in USDollars, to reduce their Reserves of US Dollars, amounting to 2trillion! Once China has reduced their stash of US Dollars, they will not need to support that currency any more....
